To Fur R. Alcock

You are directed to follow a certain course against persons or vessels under foreign flags though engaged in operations for which they are not intended, if they should be found so engaged.

In justification of the course you are directed to follow, you should, if necessary, communicate a copy of this despatch to H. E. the Viceroy.

From Viceroy 30 June and 4 July 186 having received your despatch N. 18 of March and N. 25 of May, I have the honor to forward copies and translations of a Proclamation establishing tax stations at certain points on the Coast of China with a view to a better collection of the Opium Revenue, as the Government is seriously defrauded by systematic smuggling.

Referring to my previous despatch, in the event of any interference being made or requested by the Governor, you are at liberty to protest on your part.
